L’ex-présidente de la République a adressé une lettre au président du Portugal, Marcelo Nuno Duarte Rebelo de Sousa, le 1er septembre 2016 pour lui demander de promouvoir l’Ameenah Gurib-Fakim PhD Scholarship. C’était une bourse offerte par l’ONG Planet Earth Institute (PEI) dirigée par le banquier angolais Alvaro Sobrinho. C’est ce qui ressort de l’audition de Motichand Seebah, Head of Administration de la présidence, devant la Commission d’enquête présidée par le juge Asraf Caunhye, hier.
«As a leader with an academic track record, I am hopeful that we build a powerful bridge between our two countries for the benefit of shared knowledge and development of scientific capacity in Africa… In 2016 PEI launched Ameenah Gurib-Fakim Phd Scholarship Program in partnership with Academy of Sciences and the Bill and Melinda Gates Foundation», écrit-elle.
«In light of discussion that chairman of Planet Earth Institute had with from University of Porto two weeks ago in Mauritius I am inviting you to help us reach this program to Portugal. I am delighted to invite you to Mauritius as my personal guest for two days for PEI activities and launch of Portugal PhD Initiative at the State House. I have discussed with other members of PEI and agreed to visit Portugal in February 2017 to formally launch the program», enchaîne Ameenah Gurib-Fakim.
Une deuxième correspondance lue par Motichand Seebah démontre que l’ex-locataire du Réduit a aussi invité 15 banques et sociétés mauriciennes à financer les activités de PEI. Parmi, figurent le groupe Medine, Omnicane, Air Mauritius, la HSBC, la MCB et la SBM.
Motichand Seebah a ensuite été interrogé par l’avocat d’Ameenah Gurib-Fakim, Hervé Duval. Celui-ci l’a interrogé sur les deux communiqués relatif à la Commission d’enquête qu’elle a instituée avec sir Hamid Moollan comme président. Me Duval a voulu savoir si, en tant que responsable, il ne pouvait dire à l’ex-présidente qu’elle ne pouvait mettre sur pied une Commission d’enquête de son propre chef. «I know how state of affairs was at that time, I could foresee what the president was doing. I had a very good relationship with former President, I can drop in her office without notice and any time», a-t-il répondu.
Cette déclaration a provoqué un fou rire dans la salle. Ameenah Gurib-Fakim, qui avait l’air concentré, n’a pu s’empêcher de rire elle aussi. «In that manner, did you say this is not how things were done to the former President?» a insisté Me Duval. Durant cette période, souligne Motichand Seebah, la présidente «was operating within closed doors», et seule sa «special team» avait accès à son bureau. «Je me souviens que j’avais des documents à montrer à l’ex-présidente, mais ses VIPSU ont refusé de me laisser entrer, disant que la Présidente était occupée», a précisé le haut fonctionnaire.
Le représentant légal d’Ameenah Gurib-Fakim a continué à chercher des réponses. «Do the records of State House state that former President was appointed by the African Union under the committee of ten Heads of State and that this appointment was considered as inappropriate by the Executive ?» Dans sa réponse, Seebah a dit : «I would not know as I wasn’t there at that time».
